KB934243 addressed this issue with some workaround.
If you happen to hit this kind of issue, just follow the steps below:
- Goto regedit
- Locate and then click the following registry subkey: HKEY_LOCAL_MACHINE\Software\Microsoft\Internet Explorer\Main\FeatureControl\FEATURE_SUBDOWNLOAD_LOCKDOWN
- Right-click Outlook.exe, and then click Modify.
- In the Value data box, type 0, and then click OK.
